Combine phone photos of documents into one PDF under 2 MB, one photo per page, ready for an application portal.
What this page is for
Portals often want a document as one PDF, and what you have is several phone photos of its pages. This page puts them into a single PDF, one per page, and sizes it under the portal limit.
The photos are sized together, so every page stays equally readable rather than the last ones being squeezed.
The rule: one PDF, under the cap
2 MB is the most common PDF limit on job, visa and school portals. We treat it as 2,000,000 bytes, which also satisfies portals that mean 2,097,152.
Each photo is scaled so its long side is at most 2200 px, then stepped down together with JPEG quality until the whole PDF fits. Pages are Letter or A4 with a small margin, or shaped to each photo.
Worked example
Five phone photos of a lease, about 3 MB each. At 1250 px on the long side and quality 62 the PDF comes to around 1.4 MB, and the text is still readable on screen and when printed.
How to use it
- Tap Choose photos and select the pages in order.
- Pick the cap and page size.
- Tap Make PDF.
- Check the page count and size in the result.
- Download the PDF.

What order are the pages in?
The order you selected the photos. On iPhone, tap them in page order in the picker.
Can I search the text in the PDF?
No. The pages are photos. The portal sees exactly what the photos show.
Does it work with HEIC photos?
In Safari, yes. In other browsers, convert them with the HEIC to JPG page first.
Is anything uploaded?
No. The PDF is built in your browser.

Sizes and results are estimates produced by your own browser. A file that fits the cap is not a guarantee that the destination will accept it: services change their limits, and some check more than size. On iPhone and iPad, Safari limits memory and codecs, so large files can fail there that work on a computer. Keep your original file.
